I think you confuse the ideas. To promote the sustainable production and consumption does not mean to be an activist. You promote the sustainable consumption by hichhiking or by eating the whole apple. To promote can also mean to do something and others to understand the implications of your actions and start doing something on their own to be part of the project. :)
